NOTE: all ordinarily resident applicants must be residing in country and have the required work and/or residency permits to be eligible for consideration.
 
The U.S. Embassy in Abidjan is seeking an individual to fill the position of Administrative Assistant.
 
BASIC FUNCTION OF POSITION
 
This position is located in the Financial Management Office, American Embassy Abidjan and reports to the Financial Specialist. The person’s primarily serves as the Accounts Receivable Technician. The position also provides administrative support to 1 USDH and 9+ FSN/LES positions.  Additional duties includes occasionally reviewing and processing all types of vouchers submitted for payment from State Department ICASS, PROG, PAS, DS, CONS, CDC,  DAO, OSC,  OBO and MSG.  The incumbent performs duties in compliance with USG regulations and ICASS Uniform Service Standards.
 
QUALIFICATIONS REQUIRED
 
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
  1. Completion of secondary school, plus one (1) year Post-Secondary Study in Accounting is required.
  2. One year of Administrative and financial work experience is required.
  3. Level IV (Fluent) Speaking/Writing/Reading in English and level III (good working knowledge) Speaking/Writing/Reading in French is required. This will be tested.
  4. The ability to demonstrate accounting related to accounts receivable in a commercial and government context, and the tact and ability to explain clearly and convincingly the rationale for payment disallowances or penalties are both required.
  5. Must have knowledge of applicable sections of US government financial regulations, and must have the ability to logically comprehend and properly apply to the voucher examining process the various detailed technical regulations, terms and conditions.
  6. Must have excellent computer (MS Office) and customer service skills. This will be tested.
SELECTION PROCESS
 
When fully qualified, U.S Citizen Eligible Family Members (USEFMs) and U.S Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
 
ADDITIONAL SELECTION CRITERIA
  1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
  2. Current employees serving a probationary period are not eligible to apply.
  3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
